Macau Casinos Pledge US$1.11 Billion to Support Diversification

Macau's prestigious casinos are showing strong support for economic diversification by collectively pledging a substantial amount to a newly developed government-backed fund. A commitment of a total of MOP9 billion, equivalent to approximately US$1.11 billion, has been secured by six casino operators as part of their obligations related to concession investments.

This significant financial infusion is directed towards the Macau SAR Government Guidance Fund No. 2 Ltd Partnership Fund, inaugurated during a formal ceremony at the Government Headquarters, with Macau's Chief Executive Sam Hou Fai in attendance. The fund, totaling an impressive MOP20 billion, draws the remainder of its financial resources from cumulative earnings of Macau's own financial reserves.

Commitment Details from Casino Firms

Breaking down the contributions, Sands China Ltd has allocated approximately MOP2.30 billion through its subsidiary, Venetian Macau Ltd. This generous contribution will offset its future non-gaming investment obligations related to its concession lasting until December 2032.

Similarly, Galaxy Entertainment Group Ltd, through Galaxy Casino Ltd, commits approximately MOP2.27 billion which will fulfill its non-gaming commitments. Contributions like these replace other anticipated projects, ensuring that the firm's investment obligations remain intact.

MGM China Holdings Ltd, holding through MGM Grand Paradise Ltd, disclosed its commitment amounting to MOP1.24 billion. This is a crucial part of its initial MOP16.7 billion set aside for gaming and non-gaming project commitments.

SJM Holdings Ltd's SJM Resorts Ltd follows with a contribution of MOP992.7 million. This funding is not expected to produce any additional financial obligations to the company.

Melco International Development Ltd announced a commitment of MOP828 million through Melco Resorts (Macau) Ltd, accounting for 9.2% of the total contributions of the involved concessionaires.

Finally, Wynn Macau Ltd has laid forth a substantial commitment of MOP1.365 billion through its subsidiary, Wynn Resorts (Macau) Ltd. These participation funds will be accessed with a formal notice period ranging from 30 days to as short as seven days in emergencies.

Investment Focus and Management

The fund, directed by Macau Investment and Management Co Ltd, aims to spread investments across sustainable ventures within emerging industries and enhance industrial upgradation. Moreover, attention is given to the commercialization of research and technological startups, buoying cooperation efforts within the Greater Bay Area inclusive of Macau, Hengqin, and the broader regions. Its envisioned life extends over an initial term of 15 years, possibly extending up to a maximum of two additional years.

Significantly, the fund's management and investment strategies are independent of the duration of current gaming concessions set to expire in December 2032. Selection of professional managers for the overseeing of parent and sub-funds will be through a transparent, open process.

Macau's Secretary for Economy and Finance, Ng Wai Han, underscored the necessity for extensive investment in industrial progression and technology innovations, pointing at the fund's establishment as a product of cooperative negotiations between the government and casino operators. The structured fund stands on a three-level base, covering a guidance fund, parent funds, and sub-funds to ensure comprehensive growth and sectoral synergy.
