In the first quarter of 2025, the mass-market casino gambling segment in Macau, which includes slot machine play, generated a gross gaming revenue (GGR) of MOP43.20 billion, equivalent to US$5.40 billion. This figure represents a modest increase of 0.6 percent compared to the same period in the previous year. However, when viewed sequentially, the GGR experienced a slight decline of 0.5 percent. These statistics were disclosed on Wednesday by the Gaming Inspection and Coordination Bureau, the city's casino regulator.
The first quarter of 2025 saw a significant improvement when compared to the first quarter of 2019, the year before the onset of the Covid-19 pandemic. The mass-market GGR for the first three months of 2025 was up by 10.9 percent from the corresponding period in 2019. Within the total GGR of MOP57.66 billion for the first quarter of 2025, mass-market revenue, including slots, constituted 74.9 percent. Specifically, revenue from mass-market baccarat reached just over MOP34.32 billion, accounting for slightly more than 59.5 percent of the total GGR in Macau during this period.
In the three months leading up to March 31, 2025, the VIP baccarat segment saw its GGR rise by 0.5 percent year-on-year, totaling nearly MOP14.46 billion. This segment represented 25.1 percent of the overall GGR in Macau for the period. Sequentially, the VIP segment's GGR increased by 3.3 percent. Meanwhile, slot machine revenue for the first quarter of 2025 was just above MOP3.27 billion, capturing a market share of nearly 5.7 percent. This figure showed a year-on-year increase of 1.7 percent, but a quarter-on-quarter decrease of 2.9 percent.
Macau's Secretary for Economy and Finance, Tai Kin Ip, commented at the beginning of April, soon after the release of the March GGR figures, that the anticipated monthly average of MOP20 billion in GGR was not met during the first three months of 2025. Additionally, Chief Executive Sam Hou Fai, in the government's Policy Address for Fiscal Year 2025, indicated that the public budget might require adjustments due to various factors, including the GGR outlook and pending spending commitments.
