Closure of Casino Kam Pek Paradise Set for December 2025

The satellite casino, Casino Kam Pek Paradise, a staple of Macau's bustling gambling scene, is set to cease operations on December 1, 2025. This announcement was made by SJM Resorts Ltd, the operator under which the casino functions using a gaming permit. As the gaming landscape in Macau undergoes significant regulatory shifts, this closure marks the end of a notable chapter in the region's casino operations.

The casino, managed by Paradise Entertainment Ltd, is an integral part of SJM Holdings Ltd's unit and has operated under this license. The impending shutdown is part of a larger shift in the city's policies under newly established gaming concessions that necessitate the end of satellite casinos by the close of 2025.

Operational Adjustments and Employee Reallocations

In a recent press release, SJM Resorts announced plans to redeploy gaming tables and machines from Casino Kam Pek Paradise to other casinos under its brand. This move is designed to ensure continued service for the company's customers. Additionally, SJM Resorts is committed to honoring all customer entitlements, allowing chip holders, depositors, and those with cash rebates from Kam Pek Paradise to redeem at other venues from December 2, 2025, onwards.

Employees of SJM Resorts currently working at Casino Kam Pek Paradise will retain their employment status, with reassignment opportunities to other locations being part of the firm’s operational adjustments. Local staff not directly employed by SJM Resorts will receive preferential consideration for new roles elsewhere within the company group, subject to similar conditions.

The Gaming Inspection and Coordination Bureau, together with the Labour Affairs Bureau, is engaged in ongoing discussions to facilitate the smooth transition of the 584 workers directly employed at Kam Pek Paradise, ensuring compliance and support throughout the transition.

Market Implications and Changing Casino Regulations

The Kam Pek casino, adjacent to the iconic Hotel Lisboa, reported a revenue increase of 7.3% for the first half of the year, amounting to HKD382.6 million (US$49.1 million). Despite this growth, regulatory modifications in Macau's gaming industry have prompted these closures.

Formerly, as of June, nine satellite casinos operated under SJM's license; however, a series of shutdowns have since been declared or implemented. Notably, Casino Ponte 16 is also closing on November 28, with Casino Fortuna following in early December. SJM Holdings announced plans to integrate Casino L’Arc into its core operations, with an acquisition agreement for the L’Arc Hotel property.

The strategic direction reflects the overarching changes in Macau's regulatory environment, which has catalyzed significant restructuring of its casino operations. This transition is reshaping the industry landscape as operators align with new legislative requirements.
