Macau's tourism industry has experienced a significant uptick in visitor numbers, with approximately 36.5 million tourists arriving in the first eleven months of 2025. These figures were disclosed by Maria Helena de Senna Fernandes, the director of the Macao Government Tourism Office (MGTO), during a group interview. The interview occurred on the sidelines of the World Tourism Economy Forum 2025, held in Harbin, China.
This substantial number of arrivals is already greater than the total for the previous year, which stood at 34.9 million. The detailed statistics suggest that November alone saw just under 3.4 million visitors, marking an increase of approximately 18.7 percent compared to the same period in the previous year.
Expectations and Targets for 2025
Looking ahead, the MGTO expects to reach their target of approximately 39 million visitors by the end of 2025. Achieving this would mean fulfilling roughly 99 percent of the total visitors recorded in 2019, a year that represents the last normal trading period before the Covid-19 pandemic severely disrupted international travel.
Senna Fernandes also indicated expectations that the number of international visitors would rebound to about 80 percent of pre-pandemic levels. From January to October 2025, international visitors amounted to roughly 2.15 million, reflecting a 13.6 percent year-on-year increase according to Macau's Statistics and Census Bureau. November's figures are anticipated to be released later this month.
Strategies to Boost International Tourism
Senna Fernandes expressed optimism about attracting even more international tourists in the future, emphasizing effective strategies for enhancing Macau's draw. These strategies include leveraging Macau's existing resources, enhancing collaboration within the Guangdong-Hong Kong-Macau Greater Bay Area, and forming partnerships with various cities and provinces across mainland China.
Through such diversified channels, the aim is to create more opportunities and attractive avenues for international tourists to choose Macau as their travel destination.
