In a significant development within Macau's gaming industry, the number of licensed junkets in the region has increased. Updated statistics from the Gaming Inspection and Coordination Bureau reveal an addition of two new gaming promoters since 2025, bringing the total to 31. This change comes as Xin Wei Lda and Pok Lok Promoção de Jogos Lda join the ranks.
While this marks a rise from the previous count of 29 junkets, the aggregate still represents only 62.0 percent of the 50-junket limit imposed by local authorities for the current year.
Macau's regulatory landscape has undergone significant transformation with the introduction of the 'Legal regime of credit concession for games of chance in casinos,' effective since August 1, 2024. Under this new regulation, the exclusivity of providing gambling credit now rests solely with casino concessionaires.
Historically, licensed junkets, also termed as 'gaming promoters,' played a crucial role by extending credit to VIP patrons, thus handling associated credit risks. However, with the changed legal framework, junkets have now been restricted to earning commissions by introducing players to casino operators, fundamentally altering their financial model and operations.
As part of the city's economic forecasts, the Macau government anticipates a noteworthy increase in tax revenue from junket operations in the upcoming years. In 2026, the administration expects to collect MOP150 million (equivalent to US$18.6 million) in taxes from commissions dispensed by casinos to junkets. This estimate is a significant 50 percent rise from the MOP100 million projected for the fiscal year 2025.
The anticipated revenue bump is reflective of changes in both the regulatory environment and market dynamics, as the industry adapts to the new rules governing gaming credit and junket commissions.
